Constitution and By-Laws

ARTICLE I – NAME

This association, founded in 1993, shall be called SOUTH PALM WOMEN’S GOLF LEAGUE.

ARTICLE II – OBJECT

  1. To endeavor at all times to promote golf as set down in the USGA Rules of Golf.
  2. To stimulate and inspire good fellowship, sportsmanship and competition among its members.
  3. To outline a comprehensive tournament schedule each season at the various golf clubs in Palm Beach County which are members of the League.

ARTICLE III – BOARD OF GOVERNORS

The Board of Governors shall consist of the six elected officers, standing committee chairpersons, and delegates from each member Club. The past president will act as advisor. The control and management of the League and its affairs shall be entrusted to the Board of Governors.

ARTICLE IV – MEMBERSHIP

  1. A member club is one who must offer its course to this League for play two out of every three years.
  2. An individual woman must be a dues-paying member of a member club with a USGA Index of 26.0 or less.
  3. The maximum number of players for any event will be limited to 128, or a lesser number as determined by the host club. If more checks are received for a particular event than the designated maximum, the participants will be determined on a first-come first-served basis, based on the date the checks are received by the host delegate or her designee.

ARTICLE V – OFFICERS

  1. The Officers, also known as the Executive Board, shall be President, First Vice President, Second Vice President, Secretary, and Treasurer.
  2. Elected Officers and Standing Committee Chairpersons of this League will not hold any specific office for more than two consecutive years, with the following provision: If it is mutually agreeable to the Nominating Committee and said officer, that term of office may be extended.

ARTICLE VI – STANDING COMMITTEES

Standing Committees shall consist of Handicap and Membership; Handbook; Tournament; Prizes; Dues and Finance. The duties of some of the Committees are as follows: Handicap and Membership – responsible for keeping records of the members’ number of plays per season. ARTICLE VII – DUES and FINANCE Dues shall be set by the Board and payable upon joining. There will be no refunds after April 27. A Finance Committee comprised of the President, Treasurer and the Tournament Chairpersons shall draft the season’s budget which may be readjusted during the course of the year with Board approval. The budget must provide a year-end balance sufficient to cover new season expenses and money for a standardized commemorative gift recognizing South Palm Women’s Golf League’s retiring President.

ARTICLE VIII – DELEGATE and ALTERNATE DELEGATE

The delegate acts as a liaison between her Club and the Board of Governors. She works closely with the Handicap Chairperson and the Tournament Chairperson, and is responsible for coordinating a tournament held at her home club. The alternate delegate assumes all duties and responsibilities of the delegate in her absence. Delegates must send each member’s index as of the first of each month and of the 15th, if available, to a host club’s delegate. A delegate must attend all Board and General meetings. In the event she is away, the alternate delegate should attend.

ARTICLE IX – TOURNAMENT

A player, used as a swinger, is eligible for only one team prize per tournament. An award will be made to any member who has a hole-in- one during any scheduled event.

ARTICLE X – NOMINATIONS and ELECTIONS

A Nominating Committee consisting of five persons from different Clubs will be appointed by the President in consultation with the executive board. The nominating committee will present a slate of officers to the Board for its approval. The slate will be presented at the closing meeting for election and installation.

ARTICLE XI – MEETINGS

The Board of Governors shall hold regularly scheduled meetings. Dates for Delegate meetings shall be announced.
